Mays Gilliam is a small time politician representing a poor Washington community that Capitol Hill does its best to ignore; but when his party need a sure fire loser as their presidential candidate Mays suddenly finds himself in the spotlight and in the running to become the most powerful political leader in the world. A couple of inspired moments, lots that aren't, Head of State isn't going to break the curse of classy American black stand up comedians doing crap cheesy comedies set in place by the great Richard Pryor.
