First of a two-part Manga epic based on a "big in Japan" TV series and comic. It's 1999 and the Tokyo police force's newest weapons are called Labors, robot cops whose mission is to stop the glut of techno-criminals. But a mysterious suicide sparks events which could mean Tokyo's destruction.
